Why does SyncedEnforcer use a static ReentrantReadWriteLock?

Hello,
I checked the code of Synced Enforcer, is there a reason to use a static Lock ?
private final static ReentrantReadWriteLock READ_WRITE_LOCK = new ReentrantReadWriteLock();

Instead of using a lock per enforcer, this can optimize time response

it has been fixed in: https://github.com/casbin/jcasbin/pull/467
