High memory usage creating Enforcer instance per user in policy-based app

Hi, I am working on a policy based application it's not Role based. So currently I am creating Casbin enforcer instance per user which takes arround 0.7 - 1.5 MB space on my RAM per user. That is very bad when we start to scale. What I could do to solve this issue? ( It's node-casbin that I am using)
