How to create an empty role, assign permissions, and then assign it to a user?

I have default config

[role_definition]

i have a users and roles
p,admin,resource,read
g,bb260dcb-af5c-48af-9b08-52d88fc09fa8,admin

and all works fine
but i want to create role for example admin2 and add permissions to this role
Help me please how to create empty role and then assign it to user?

my idea is
create role - add policies - add user to role
