Do we need to reload enforcer or use watcher when DB policies are updated dynamically?

context: let's say we have some policies in postgres DB, reading that using an adapter

after some time, DB is updated with some new policies, though since we are using casbin as a library, do we need to load enforcer again? (or use watcher, more specifically, if the policy are loaded dynamically, what is the use of watcher)?
