Enforce returns false for implicit permissions in tenant-based RBACNov 2023

Hello, a quick question. I am using the golang casbin implementation. When I am trying to use enforce, it does return false for the implicit permissions. Is this correct or am I doing something wrong? I am trying to build a tenant based rbac.
