What is the meaning of owner of application?

I feel a little bit confused about the meaning of owner of application.

In object.Application, I found owner is used to find the related organization, so it means that owner is the owner of an organization?

For some objects like applications, the owner is hard-coded to "admin" for now. It's a reserved field for future usage. Just ignore it
