GetOrganizationApplicationCount returns 0 when using init_data.json

Someone facing this problem?

When setting up the environment using init_data.json, the method GetOrganizationApplicationCount always returns 0. This causes unexpected behavior or validation failures starting from version v1.881.0, which now includes a check to ensure that users are associated with at least one application.
