Enforce API with RBAC model returns invalid request size error

Hello i have a question for enforce api.
I use rbac model but when i call enforce api with permissionId and data raw [“orgname/username”, “appName”,”action”] i got error invalid request size, expected 11 but got 6

So, am i wrong at any step?
