比如我有 100 个 api，我只希望对其中 n 个做权限管理，其他的都默认放行，这种情况下如何实现呢？
比如 policy: p, role1, /api1, POST p, role1, /api2, POST
除了这两个 api，需要根据角色 / 用户来确认是否有权限，其他的 api 访问都默认放行。
